The Duma called the timing of the appearance of deputies from the DPR, LPR, Kherson and Zaporozhye

The State Duma and the Federation Council have different formation principles, so representatives of the territories that held referendums on joining Russia will appear there at different times, explained in the lower house of parliament

After the entry of the DPR, LPR, Kherson and Zaporozhye regions into Russia, deputies from these regions may appear in the Duma no earlier than 2026, the first deputy head of the United Russia faction told TASS. Dmitry Vyatkin.

“The State Duma consists of 450 deputies, half of them are on lists, half are in single-member districts. The elections were last year, the term of office— five years. Next elections — in 2026. <…> That is, now it is impossible to elect deputies in new territories without changing the scheme of single-mandate constituencies, without holding elections,»,— said the parliamentarian.

According to Vyatkin, “deputies of various factions who will be appointed there” will work in these territories until the next elections.

The situation is different with the upper chamber, the deputy noted.

“Everything that concerns the Federation Council, the number of members of the Federation Council is determined based on the number of subjects of the Russian Federation. If we have four new constituent entities, without naturally running ahead, then state authorities, heads of the highest executive body, heads of the territories of these constituent entities and the legislative bodies of these constituent entities can appoint senators from these territories, — said Vyatkin.

Referendums on joining Russia were held in the DPR, LPR, Kherson region and part of the Zaporozhye region from September 23 to 27.

  • LPR— 98.42% voted for joining Russia,
  • DNR— 99.23% for joining Russia,
  • Kherson region— 87.05% for joining Russia,
  • Zaporozhye region— 93.11% for joining Russia.

The total turnout in the LPR, according to the local CEC, was 92.6%. In the DNR— 97.51%, in the Kherson region— 76.86%, and in Zaporozhye — 85.4%.
